DRAFT August 13, 2014 <br /> TCAAP Redevelopment Code <br />Page | 13 <br /> <br />3.3 Development Review Process <br />(a) Pre-submittal Meeting Required: All projects that are required to submit a Site Plan <br />under AHC shall have a pre-submittal meeting with the Community Development staff <br />prior to submitting the site plan for development. At the pre-submittal meeting, the <br />staff shall provide information on the requirements for development and submittal <br />within the Plan Area. <br />(b) Site Plan Required: A Site Plan shall be required for all proposed developments <br />within the Plan Area. Requirements for Site Plans are listed per Section XX of the AHC. <br />A site plan is reviewed by staff prior to preliminary plat submittal. <br /> <br />Figure 3-1: Development Review – Site Plan/Plat Review <br /> <br />(c) Administrative Review: Projects that comply with all standards of the TRC and <br />projects that require Administrative Modifications shall be processed by the Joint <br />Development Authority (JDA). Please refer to Figure 3-1 Development Review flow <br />charts for information on the development review process. <br />(d) Administrative Modifications to the TRC: The JDA may approve Administrative <br />Modifications to standards in the TRC per the criteria set in Table 3-3 below. The <br />Administrative Modification process may be used only to authorize a less restrictive <br />standard and may not be used to impose a higher standard than is established under <br />the TRC on the subject property. A Community Development staff report and <br />recommendation is required for the JDA to make a determination on an Administrative <br />Modification. In no circumstance shall the JDA approve an administrative modification <br />that results in: <br />i. An increase in an individual project’s intensity, density, height or impervious cover; <br />ii. A change in permitted uses or mix of uses; <br />iii. A change in the relationship between the buildings and the street; or <br />iv. A change in any required element of the Regulating Plan and the TRC beyond the <br />thresholds established in Table 3-3 below. <br />. <br />
