Reducing the
size of the park decreased the size of the surrounding neighborhood and restored 6.3
acres of commercial use to the area east of the Spine Road.

• The athletic facility on the west side of the Spine Road was moved to a 5.6-acre
residential block east of the Spine Road and south of the surface water management area.

• At the Highway 96 access point, 5.0 acres of land that was previously flex business was
designated for retail use.

The City Council approved the attached master plan land use map on June 30, 2014.

AUAR

The City Council reviewed the draft Final AUAR and Mitigation Plan on June 30, 2014. The
document will be forwarded to state agencies and the Metropolitan Council. If no agency
objections are received, the City Council will consider approval of the Final AUAR and
Mitigation Plan on July 28, 2014.

MEMORANDUM
