NO.: 613101211 <br />CLIENT: Boston Scientific <br />PROJECT: Building 10 Courtyard Conversion <br /> <br />SUBJECT: Land Use Application Narrative <br />MEMO BY: Joseph Ford, RSP Architects <br />DATE: April 7, 2014 <br /> <br />ATTENTION: Ryan Streff, City Planner, City of Arden Hills <br />COPY: Marte Byrne, Boston Scientific <br /> <br /> <br />Boston Scientific would like to request a PUD amendment for an addition to Building 10 in the southern <br />central portion of its Arden Hills Campus. The purpose of the addition is to provide storage and support <br />space for ongoing product development and research work in Building 10. <br /> <br />The proposed addition is 730 gross square feet, single-story and will infill an existing paved courtyard at <br />the south side of Building 10. The height of the addition shall match the existing roofline at <br />approximately 13’ above grade. The building structure will be concrete masonry with a steel beam and <br />deck roof structure. The exterior finish will be face brick with color and coursing to match existing <br />adjacent construction. Other exterior materials will include prefinished metal coping. <br /> <br />One makeup air unit sized to serve the new square footage will be installed on the roof. This unit will be <br />smaller in size than other existing equipment and will therefore not contribute to maximum noise levels. <br />The nearest property line from the addition is approximately 260 feet away, with the closest neighbor <br />being the Xcel Energy substation. The closest residential property is the new multifamily development on <br />County Road F and is approximately 900 feet away. <br /> <br />The existing landscaped area at the addition is turf grass with a mix of mature trees. The area disturbed by <br />construction will be restored to its previous condition. Building 10 is heavily screened from the south by <br />the wooded wetland area between the building and County Road F. Boston Scientific proposes that <br />additional trees needed to meet the City’s landscape requirements be added to the east side of Innovation <br />Way near the turnaround at Cummings Park Drive, where additional landscaping would be noticeable. <br /> <br />The Rice Creek Watershed District does not require Stormwater Management or Erosion & <br />Sedimentation Control permits for projects that involve less than 10,000 square feet of impervious surface <br />(Rule C: 2.(a)) or disturbance of vegetative cover (Rule D: 2.(a., 2)). The proposed project will include <br />730 SF of impervious surface, with zero net increase since the construction replaces a paved area. <br />Disturbance of vegetated areas will be only that needed for excavation of new foundations and <br />construction access. This area of disturbance is estimated at 1,800 square feet.
