ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – AUGUST 11, 2014 3 <br /> <br />Public Works Director Maurer stated the City of Arden Hills would be responsible. He noted <br />that there was a chance that the Met Council would take over the metering station. The City <br />would be responsible for I&I leading to the metering station. <br /> <br />Mr. Lincoln explained that he would come back to the City with an update in October. <br /> <br />B. Recycling RFP Discussion <br /> <br />City Planner Streff stated that the City of Arden Hills has contracted for curbside recycling <br />service since 1992 for single family, duplex, triplex and fourplex residential dwelling units. In <br />July of 2014, the City’s contractor (Eureka Recycling) began single stream recycling following an <br />approved addendum to their contract with the City. The collection of recyclables currently occurs <br />weekly, on Tuesdays for properties south of I-694 and on Wednesdays for properties north of I- <br />694. The current contract with Eureka Recycling terminates on March 1, 2015; and, through a <br />Request for Proposal (RFP) process, the new contract is scheduled to begin on March 2, 2015. <br /> <br />City Planner Streff indicated that the goals within the new contract are to cost-effectively <br />maximize the recovery of recyclables from all residents in the City, to market materials so they <br />achieve their highest and best use, to provide excellent customer service and to encourage <br />innovation in service delivery for Arden Hills’ residents. Additional contract improvements will <br />include expanded reporting of customer service reports and recycling tonnages, limits on cost <br />increases to better predict future rates, and certainty that recyclables collected in Arden Hills are <br />marketed for future use. The RFP includes opportunities for multi-unit properties (over four <br />units), businesses, and institutional properties to opt-in to the recycling service. The RFP also <br />recognizes the importance of the TCAAP development to the future recycling program as <br />development takes place over the next 10 to 15 years. <br /> <br />City Planner Streff stated that the City will be required by Ramsey County to offer residents the <br />opportunity to recycle organic materials by the end of 2016; therefore, proposals for an “opt-in” <br />organics collection program are being requested. To evaluate the potential for cost-effective <br />electronic waste collection/processing and yard waste collection services for residents, proposals <br />for these optional services will also be accepted. <br /> <br />City Planner Streff reported that an RFP for Recycling Services is being issued so that the City <br />will have the opportunity to accept or reject all or portions of proposals and to further negotiate <br />proposals to obtain the most cost-effective suite of services desired by the City. It is anticipated <br />that the RFP will be issued in September, with proposals due in October in order for a <br />recommendation to be presented to the Council in November. <br /> <br />City Planner Streff explained that the draft Request for Proposals (RFP) for recycling services <br />and submittal forms can be viewed in Attachment A and Attachment B, which were included in <br />the agenda packet. <br /> <br />Mayor Grant asked if Ramsey County would require haulers to pick up organics at some point. <br /> <br />Jean Buckley, Ramsey County, explained that each City could work to meet the needs of their <br />residents, whether through organized collection or by providing a drop-off location.
