The RCGISUG was formed in 1995
to provide member cities and organizations throughout Ramsey County with a centralized and
efficient source of electronic geographic data. Since the RCGISUG processes geographic
information for the entire county, the users group is able to provide the information in a
standardized format and is more affordable than would otherwise be possible.

City staff uses the geographic data provided by the RCGISUG on an almost daily basis in such
activities as planning cases, code enforcement, comprehensive planning, and engineering. The
City is provided with updated information on CDs on a regular basis, which allows us to
manipulate the data and create our own maps as needed. Some of the information provided by
the RCGISUG is available online at http://www.ramseygis.org/index.html.

The RCGISUG has joint powers agreements (JPA) with all of its member organizations. The
JPA is re-authorized every three years, and was last approved by Arden Hills in November 2011.
The current JPA expires at the end of this year. The membership fees are based on the
population served by each member organization. New fees were calculated in 2011 based on the
2010 census. The City’s fees for each year 2012-2014 were $961.89. This amount is also the
projected fee for the reauthorized agreement term of 2015-2017. The fees are included in the
CONSENT ITEM

MEMORANDUM
