Motion to Approve Gateway 2nd Addition—Closing Documents <br /> MOTION: Councilmember Holmes moved and Councilmember McClung seconded a <br /> motion to approve the Consent Calendar as presented and to authorize <br /> execution of all necessary documents contained therein. The motion carried <br /> unanimously (4-0). <br /> 6. PULLED CONSENT ITEMS <br /> None. <br /> 7. PUBLIC HEARINGS <br /> A. TCAAP Development Discussion Opportunity for Residents <br /> Mayor Grant stated that under the Public Hearing section, citizens have an opportunity to discuss <br /> ideas regarding the TCAAP development. <br /> Mayor Grant opened the public hearing at 7:12 p.m. <br /> With no one coming forward to speak, Mayor Grant closed the public hearing at 7:13 p.m. <br /> 8. NEW BUSINESS <br /> A. Appointment of TCAAP Developer Advisory Panel <br /> Stacie Kvilvang, Ehlers &Associates, stated that at the June 4, 2014, TCAAP Joint Development <br /> Authority (JDA) meeting, the Authority recommended that the City Council appoint a developer <br /> advisory panel to provide input to the City, County, and their consultants on positioning the land <br /> for sale and on the regulations and policies. This panel would assist the City with gaining <br /> feedback and insight from developers as to assessments, fees, and property values for TCAAP. <br /> The information gathered from this panel would assist staff in preparing the financial modeling. <br /> She reported a dialogue from the panel would also assist in forming the regulations and policies. <br /> Mayor Grant questioned how the cost of the panel would be covered. <br /> Ms. Kvilvang reported that her time working with the panel would be covered by the City and <br /> Mark Ruff's time on the panel would be covered by the County/JDA. <br /> Councilmember Holmes asked how developers would become a part of this panel. <br /> Ms. Kvilvang stated that quality developers would be contacted to provide input on the bigger <br /> picture and for the benefit of the project. <br />
