(PW) [robert.s.brown@co.ramsey.mn.us] <br /> <br />Hi, Ryan: <br /> <br />We’ve reviewed the plans you sent for the Gradient Financial site work and its possible effects on the Lexington <br />Avenue/County Road F project and do not see any conflicts or areas of concern for Ramsey County. We have the following <br />comments: <br /> <br />Ø The staging plan that Gradient has provided that shows improvements to the western portion of their lot and <br />reconstruction of the driveway access to County Road F as Phase 1 is something we can work with to ensure that <br />access to the Gradient site is maintained throughout the Lexington Avenue project. We would stage our project to <br />complete work on County Road F and reconnect the driveway prior to any closure of the Gradient driveway on <br />Lexington. <br />Ø We are negotiating with Gradient for acquisition of both temporary and permanent easements. It is our intention to <br />compensate them for the loss of any trees and shrubs that will need to be removed for construction and they will <br />replant after construction, as shown in their plans. We will also compensate them for curb that must be removed and <br />for other impacts to their parking lot, as well as some other items, such as relocation of their sign. At this time, the <br />plan is for the County to perform the necessary removals along Lexington Avenue, construct Lexington Avenue <br />(including replacing the existing trail), and grade the slope, letting Gradient complete the parking lot work and <br />landscaping. These items are still negotiable, but this plan seems to be acceptable to both Gradient and the County. <br />Ø The Gradient driveway location shown on the plans is acceptable. It is our understanding that if it is completed prior to <br />our project, they would simply pave to the edge of County Road F and when we construct curb and gutter in that area, <br />we would saw-cut the driveway and install a concrete apron during curb construction. The plans show a two-lane <br />driveway, but we would allow one ingress lane and two egress lanes, at Gradient’s option. Providing separate right <br />and left-turn lanes might make egress more efficient, but, again, this is Gradient’s option. <br /> <br />I’ve copied Nick Fischer and Bob Brown on this e-mail- Nick and Bob, please send Ryan any additions or corrections that may <br />be necessary. Nick will send a layout of our planned intersection improvements separately.
