NEW BUSINESS – 8A <br /> MEMORANDUM <br /> <br />DATE: October 27, 2014 <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Patrick Klaers, City Administrator <br /> <br />SUBJECT: Cable Franchise Extension Amendment and Cable Franchise <br /> Transfer <br /> <br /> <br /> <br />Background <br /> <br />The North Suburban Cable Commission (NSCC) is the Joint Powers Commission for the <br />ten (10) member cities. One of the responsibilities of the NSCC is to enforce the terms of <br />the franchise. Currently, the NSCC has been working on the renewal of the cable <br />franchise with Comcast and on the cable franchise transfer that Comcast has requested. <br /> <br />Discussion <br /> <br />At their October 9, 2014, meeting the NSCC approved a franchise extension agreement <br />and recommended to the member cities that we approve the extension of our cable <br />franchise through December 31, 2016, and that we approve the transfer of the franchise to <br />Midwest Cable/GreatLand Connections. <br /> <br />Attached for your information is a NSCC staff memo that outlines some of the key points <br />in the franchise extension agreement. The main reason for the extension is to give both <br />parties more time to reach agreement on the terms for a new franchise. It should be noted <br />that the cable franchise documents, including the MOU referred to in the staff memo, are <br />all on the NSCC website at www.ctv15.org. <br /> <br />Also attached are an ordinance that approves the franchise extension until December 31, <br />2016, and a resolution that conditionally grants the transfer and control of the franchise <br />and television system from Comcast to GreatLand Connections. <br /> <br />Michael Bradley, NSCC legal counsel from Bradley Hagen & Gullilson will be at this <br />City Council meeting to make a brief presentation on the proposal and the NSCC <br />recommendation and to answer questions from the City Council. <br /> <br />Our NSCC representative, Craig Wilson has been invited to the Council meeting.
