Page 2 of 4 <br /> <br />In December of 2012 the Council also authorized Bolton and Menk to prepare a Feasibility <br />Report for the improvements to the B-2 District. The preparation of the Feasibility Report also <br />included continued discussions with several of the business owners. The Feasibility Report was <br />accepted by the Council in March 2014. At the same time the Council authorized the preparation <br />of plans and specifications for the improvements. <br /> <br />The preparation of the plans and specifications continued over the summer and fall months. It <br />included coordination with MnDOT and Ramsey County along with several of the business <br />owners. It culminated with a “walk-through” in late September attended by many of the business <br />owners. <br /> <br />Since there have been numerous opportunities for interaction with the business owners over the <br />last three years, the Council agreed to hold the Public Hearing and Assessment Hearing together <br />this evening. <br /> <br />A basic description of the proposed improvements follows: <br /> <br /> mill and overlay of the existing road surface and restriping which will narrow the center <br />left turn lane and widen the shoulder area <br /> reconstruction of all the medians including colored stamped concrete <br /> the addition of a second left turn lane at Lexington Avenue <br /> a new signal system at CR E/Lexington Avenue <br /> reconstruction of the CR E/Pine Tree Drive signal to include new ADA pedestrian <br />crossing features <br /> repair where necessary of the existing concrete curb and gutter and driveways <br /> construction of concrete sidewalk where none exists on CR E and repair where <br />necessary of the existing sidewalk (exception is Carroll’s Furniture property) <br /> construction of a concrete sidewalk on the west side of Pine Tree Dr. from CR E to the <br />Country Financial driveway <br /> installation of an Xcel Energy pedestrian scale lighting system on 150 foot spacing (28 <br />lights) <br /> planting of over 50 boulevard trees <br /> <br />The estimated cost of the improvements and funding is as follows: <br /> <br /> Estimated Construction Cost $1,453,192.10 <br /> Overhead 20% * 290,638.42 <br /> Xcel Energy Lighting** 323,216.40 <br /> Estimated Total Project Cost $2,067,046.92 <br /> <br />*Overhead has been reduced from 37% to 20% eliminating Contingency since plans are <br />complete and estimated costs are further advanced <br /> <br />**Based on an actual proposal from Xcel Energy
