DATE: November 5, 2014 <br /> <br />TO: Planning Commission <br /> <br />FROM: Ryan Streff, City Planner <br />Matthew Bachler, Associate Planner <br /> <br />SUBJECT: TCAAP Zoning – Sign Standards (Chapter 11) <br /> <br /> <br />Background <br /> <br />The City Council discussed Chapter 11 (Sign Standards) of the TCAAP Redevelopment Code <br />(TRC) at their Work Session Meeting on October 20, 2014. Feedback provided by the City <br />Council at that meeting is included under the City Council Dicussion section below. Staff is <br />requesting additional feedback from the Planning Commission on Chapter 11 and specifically on <br />the proposed sign dimensional standards. <br /> <br /> <br />Discussion <br /> <br />One of the principal differences between the sign standards included in the Arden Hills City <br />Code and the TRC is the formula used for allotting signage per property. The existing Sign Code <br />divides the City into nine separate Sign Districts based on land use classification and type of <br />frontages. Generally, properties in commercial districts with frontage on major arterials are <br />permitted more signage than similar commercial properties on collector streets or properties in <br />industrial and residential areas. In comparison, the TRC bases permitted signage on the size of <br />the building and length of property frontage, as well as on land use classification. Permitted wall <br />signage is determined by calculating the linear feet of the building’s frontage multiplied by a <br />certain ratio. Similarly, the allowed sign copy area on freestanding signs is determined by <br />applying a ratio to the linear feet of property frontage along a street. <br /> <br />Staff has compiled the table below to provide a comparison between the Arden Hills Sign Code <br />and the TRC sign standards. A comprehensive list of existing properties in the City was selected <br />and the signage permitted for these properties was compared to what would be allowed under the <br />TRC. For the purpose of this comparison, each of the existing properties was assigned to one of <br />the Districts identified on the draft TRC Regulating Plan based on land use classification. <br /> <br /> <br /> <br /> MEMORANDUM <br />
