ARDEN HILLS CITY COUNCIL—OCTOBER 27, 2014 4 <br /> Mayor Grant asked if the other member cities would be voting on the same cable franchise <br /> amendment and cable franchise transfer. <br /> Mr. Bradley stated that this was the case. <br /> Craig Wilson, Arden Hills' North Suburban Cable Commission representative, explained that the <br /> franchise extension was a good thing for the member cities. He indicated that the extension <br /> would allow the franchise to remain status quo through 2016. <br /> Councilmember Holmes questioned if GreatLand Connections would be a subsidiary of <br /> Comcast. <br /> Mr. Wilson understood that Comcast shareholders would have ownership of GreatLand <br /> Connections and Comcast Corporate would not have control over this company. He reported that <br /> GreatLand Connections would be the fifth largest cable company in the United States. <br /> MOTION: Councilmember Holden moved and Councilmember Werner seconded a <br /> motion to adopt Ordinance 2014-007, a cable television franchise ordinance <br /> amendment. The motion carried (5-0). <br /> MOTION: Councilmember Holden moved and Councilmember Werner seconded a <br /> motion to adopt Resolution 2014-052, a resolution conditionally granting the <br /> consent to the transfer of control of the cable television franchise and cable <br /> television system from Comcast Corporation to GreatLand Connections, Inc. <br /> The motion carried (5-0). <br /> B. Proposal from Kimley Horn for Design Services — Mounds View High School <br /> Trail <br /> Public Works Director Maurer provided the Council with a brief history on the Mounds View <br /> High School Trail. He explained that this item has been in the City's CIP for a number of years. <br /> He commented that this project was coming up at this time because MnDOT was rebuilding the <br /> bridge at County Road F with a 10-foot pedestrian facility in 2015. He reported that New <br /> Brighton would be constructing pedestrian facilities on the west side of I-35W. He commented <br /> that there would be cost savings through the coordinated efforts of all of the agencies involved. <br /> Public Works Director Maurer stated that the Mounds View School Board has discussed the <br /> trail segment and was supportive. He recommended that the Council accept the proposal from <br /> Kimley Horn for design services for the Mounds View High School Trail. <br /> Mayor Grant asked if a retaining wall would still be needed for the trail segment. <br /> Public Works Director Maurer anticipated that a retaining wall would be needed. He believed <br /> that the retaining wall would be minimized due to the fact that MnDOT was adding curb and <br /> gutter to the roadway, in addition to that fact that the bridge would be pushed slightly to the north. <br /> Councilmember Holden questioned if the school district could be assessed for this project. <br />
