ARDEN HILLS CITY COUNCIL – NOVEMBER 10, 2014 4 <br /> <br />B-2 District. He then provided the Council with a history of this project. He explained that last <br />month staff walked County Road E with completed plans and spoke with business owners along <br />the corridor. He reviewed the actions the Council would need to take after the public hearing <br />was closed, which would be to adopt three resolutions that: order the improvement; adopt the <br />assessment roll; and approve the plans and specifications and order the advertisement for bids. <br /> <br />Marcus Thomas, Bolton & Menk, explained that he has been in communication with the <br />Council and the public regarding the proposed plans for County Road E in the B-2 District. He <br />provided the Council with a brief presentation on the proposed improvements. He reported a <br />mill and overlay project would be completed, along with restriping, new colored medians and <br />concrete curb replacement. He believed that this street improvement work would improve the <br />overall aesthetics of the corridor. <br /> <br />Mr. Thomas provided comment on the enhancements planned for the traffic signals and <br />pedestrian crossings. The location and variety of the 56 trees that would be planted along the <br />corridor was reviewed. He discussed the lighting fixtures that would be installed along the <br />corridor. <br /> <br />Mr. Thomas indicated the estimated total project cost was $1.9 million. He reported that the <br />County’s share would be $1,415,808.90 and the City’s share would be $547,824.66. Of the <br />expense to the City, $188,584.98, or just under 10% of the total project costs were proposed to <br />be assessed. He reviewed how the assessments would be distributed to the 30 properties within <br />the B-2 District. <br /> <br />Mr. Thomas discussed the project timeline with the Council noting bid opening would take <br />place in January. The bid would be awarded at the end of January. He anticipated construction <br />would begin in May and would be complete in July. <br /> <br />Mayor Grant thanked Mr. Thomas for his presentation and asked for questions or comments <br />from the Council. <br /> <br />Councilmember Holmes asked if the City has received any protests to the proposed <br />assessments. <br /> <br />Public Works Director Maurer indicated staff has received no assessment appeals to date. <br /> <br />Councilmember Holmes questioned why the sidewalk on Pine Tree was being completed at this <br />time. <br /> <br />Public Works Director Maurer reported this sidewalk was being completed as it serves a <br />greater area than just Bethel, and would benefit all pedestrians coming from the south along Pine <br />Tree Drive to County Road E. <br /> <br />Councilmember Holden inquired if the colored concrete in the medians would stand the test of <br />time. <br />
