ARDEN HILLS CITY COUNCIL – NOVEMBER 10, 2014 6

Public Works Director Maurer stated this would be a Council decision and noted the entire
expense could be left to the property owner.

Mayor Grant requested further information on the proposed lighting.

Mr. Thomas reviewed the proposed Vernon lighting bases, fixtures and poles. He noted the
poles and fixtures would be installed by Xcel Energy along with the future energy and
maintenance costs. The City would then enter into a 20 year agreement with Xcel Energy for the
light fixtures.

Councilmember Holmes suggested that the City work with the new owner of the Carroll’s
property to discuss the potential of continuing the sidewalk along this property.

Mr. Riach indicated he would be willing to speak on this matter further with staff in order to
find a solution.

Councilmember McClung stated even though a sidewalk across the former Carroll’s property
was not included in the current plans, doesn’t mean that the City wasn’t interested in completin g
this pedestrian connection.

Public Works Director Maurer stated this was the case and noted he could work with the new
property owner over the coming months.

Mr. Flaherty asked when a determination would be made to potentially remove the Connelly
driveway improvements from the proposed project.

Mayor Grant explained that action on the B-2 District project would be taken at the November
24th City Council meeting.

Councilmember McClung commented that if the Connelly improvements were not completed
at this time, and future accidents required the improvements, he was in favor of assessing the
entire project expense to the benefiting properties.

MOTION: Councilmember Holden moved and Councilmember Werner seconded a
motion to continue the County Road E (B-2 District) Improvements Public
Hearing/Assessment Hearing to the November 24, 2014 City Council
meeting. The motion carried (5-0).

Mayor Grant requested staff re-notify all property owners in the B-2 District that the public
hearing has been continued to November 24, 2014.

8. NEW BUSINESS

A. TCAAP Energy Integration and Resiliency Framework – Policy White Paper

This item was removed from the agenda and will be addressed at a future Council meeting.
