'!Tt WIZEN_ HILLS Approved: February 9, 2015 CITY OF ARDEN HILLS,MINNESOTA SPECIAL CITY COUNCIL WORK SESSION MEETING JANUARY 12,2015 5:30 P.M.-ARDEN HILLS CITY HALL CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Pro-Tem Holmes called to order the special City Council work session at 5:35 p.m. Present: Mayor David Grant (arrived at 5:45 p.m.); Councilmembers Brenda Holden, Fran Holmes, Dave McClung, and Councilmember-elect Robert Woodburn Absent: None Also present: City Administrator Patrick Klaers; Public Works Director Terry Maurer; Community Development Director Jill Hutmacher; Assistant City Engineer John Anderson; City Planner Ryan Streff; Associate Planner Matthew Bachler; and City Clerk Amy Dietl 1. AGENDA ITEMS A. TCAAP Community Development Director Hutmacher requested that the Council discuss and provide staff with comments on the following three TCAAP topics: infrastructure costs, land use map, and chapters six and seven of the TCAAP Redevelopment Code (TRC). Jon Horn, Kimley Horn, distributed to the Council the executive summary and exhibits from the infrastructure feasibility report. He reviewed the summary with the Council and provided a detailed PowerPoint presentation on this topic. He also discussed the location of the stormwater runoff and water features. He explained that based upon the preliminary concept information, the spine road would cost $11.6 million and the thumb road would cost $4.5 million. The City portion of the cost for the sanitary sewer and water improvements, including a water tower and off-site booster station, are estimated at $8,700,000. The estimated total cost of all improvements is $37,700,000. Finally, he commented on the construction schedule noting that the majority of the work would be completed in the 2015-2016 timeframe. Discussion ensued regarding the stormwater plans for the TCAAP site.
