Storm Drainage and Storm Water Quality Improvements:
Storm Drainage improvements involve increasing the storm collection capacity of the
system already inplace in the neighborhood. Storm Water Quality Improvements, as
required by Rice Creek Watershed District, are dependent on the type of work proposed
in the permit. City staff has met with watershed district staff and established that street
reclamation is not an activity that requires storm water treatment and falls under the
definition of rehabilitation. The amount of storm water treatment required by Rice Creek
Watershed will be dependent on the level of improvement to the roadway. At this point
based on our conversations with the watershed we estimated the following amount of
treatment to be required for each option:

Alternative 1 – Reconstruction – 16,503 Cubic Feet
Alternative 2 – Reclamation – 8,215 Cubic Feet

The City created an excess of storm water treatment along with the Valentine Park
Improvement and will receive credit to be applied to this project which will in turn
reduce the amount needed to be constructed at this time.

Water System Improvements:
Based on review of watermain break history the improvements to the water system
include replacement of the watermain on the following streets:

Venus Avenue, Dellview Avenue to Rolling Hills Road
Crystal Avenue, Fairview Avenue to Lake Valentine Road
Glenview Court, Glenview Avenue to Cul-de-sac
Glenview Avenue, Crystal Avenue to Dellview Avenue
Fairview Avenue, Gramsie Road to Venus Avenue
Gramsie Road, Rolling Hills Road to Dellview Avenue

Replacement as suggested will cover the areas hit hardest with breaks and cover 90% of
the areas where problems have been experienced. Additionally all hydrants and gate
valves in the neighborhood will be replaced.

Sanitary Sewer System Improvements:
The sanitary sewer improvements associated with the project include replacement of the
manhole frames and covers to match the new street grade. Future sewer lining projects
can line the clay sewer mains as funding becomes available.

Financial Implications
The estimated total project cost for the improvements is $3,963,770 which includes all
overhead costs.
