1) The Purpose and Intent section could be revised to more clearly incorporate the energy <br />vision principles in the EIRF into the TRC. For example, the introductory sentence under <br />Section 1.1 could be revised to state, “the purpose of the TRC is to implement the vision <br />for a walkable, mixed-use, resilient, and vibrant TCAAP redevelopment.” <br /> <br />2) Similarly, the purpose and intent of the Building Design Standards (Section 7.1) could be <br />revised to, “Increase the quality, adaptability, resilience, efficiency, and sustainability in <br />Arden Hills’ building stock.” Including this language would help convey to developers <br />that the City wants to encourage energy efficient and sustainable building design. <br /> <br />3) The current language on Special Development Plans (Section 3.4) allows the JDA to <br />evaluate a proposal based on whether certain public benefits would be provided. A <br />project that demonstrates advanced energy resilience and has an educational value could <br />be added as one type of project that provides a recognized public benefit. <br /> <br />4) The code currently requires upper floor transparency coverage of 25 percent for <br />commercial buildings and 20 percent for residential use buildings on Pedestrian Priority <br />and Pedestrian Friendly streets. In order to reduce building heat loss, a provision could be <br />added to the Façade Composition standards (Section 7.3) recommending a maximum of <br />40 percent transparency coverage for northern façade upper floors. <br /> <br />5) A provision could be added to the section on Street Lighting (Section 10.4) that strongly <br />encourage the use of high efficiency lighting, such as LED lamps. <br /> <br /> <br />Next Steps <br /> <br />Based on the feedback provided by the City Council, staff will direct Gateway Planning to make <br />changes to the draft TRC incorporating the ERAB recommendations.
