DATE: January 26, 2015

TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: Terry Maurer, Public Works Director

SUBJECT: 2015 PMP Final Plans and Specifications
Elfering and Associates Proposal

Requested Action

Accept the proposal from Elfering and Associates to assist John Anderson, Assistant City
Engineer, with the preparation of plans and specifications and the bidding process for the 2015
PMP (Crystal/Venus and Grant/Noble/Lake. Lane neighborhoods combined for bidding
purposes) at hourly rates not to exceed $160,000 in total cost.

Background/Discussion

Now that plans and specifications have been ordered by the Council for both the Crystal/Venus
and Grant /Noble/Lake Lane neighborhoods, it is staff’s intent to combine the two projects for
bidding purposes. Staff believes this will make a larger project and enhance the opportunity for
a competitive bid.

Assistant City Engineer John Anderson will be leading the preparation of the final plans and
specifications. However, as with the Feasibility Reports, he will need help from a consultant to
assist with this work. John has discussed his needs with Elfering and Associates and asked them
for the attached hourly proposal. The maximum amount of the proposal is $160,000 on an
hourly basis to be directed by John.

Elfering and Associates have provided similar services on past projects such as the 2013 PMP
and the Round Lake Road Improvement. Staff recommends accepting the proposal from
Elfering and Associates with a maximum cost not to exceed $160,000.

Attachment

Attachment A: Letter Proposal from Elfering and Associates dated January 16, 2015
UNFINISHED BUSINESS - 9A

MEMORANDUM
