Anderson P.E., Assistant City Engineer <br /> <br />SUBJECT: 2015 Pavement Management Program – Public Hearing <br /> Grant / Noble / Lake Neighborhood <br /> <br />Council Actions Requested <br /> Hold the Public Improvement Hearing for the 2015 Pavement Management <br />Program – Grant / Noble /Lake Neighborhood <br /> Provide staff with street improvement criteria - (reconstruction or reclamation) <br /> Adopt Resolution 2015-007 Ordering the Improvement and preparation of plans <br />and specifications. <br /> <br />Background <br />On December 8, 2014 the City Council received the feasibility report, for the 2015 PMP- <br />Venus Crystal Neighborhood Improvement Project (Attachment A) and ordered the <br />public hearing for January 26, 2015. Prior to opening the hearing, City staff will present <br />general information regarding construction, standards, and assessments that apply for this <br />project. <br />Following Minnesota Statutes, Chapter 429, notice of the public hearing must be posted <br />twice prior to the meeting; this was done in the Bulletin on January 14 and January 21, <br />2015. A notice was also sent to each property proposed to be assessed as a part of this <br />project. <br />Once the hearing is closed, the next step in the process is for the City Council to order the <br />improvements and preparation of plans and specifications. <br /> <br />Discussion <br />The following is a brief summary of proposed improvements; for more detail, please <br />reference the attached feasibility report. <br /> <br />Street Improvements: <br />Two options for street improvements have been proposed in the feasibility study. The <br />first option, Reconstruction, involves fully rebuilding the road base and surface and is <br />the most intrusive option as well as the more costly option. The reconstruction option
