ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—FEBRUARY 2, 2015 3 <br /> Public Works Director Maurer reported that he has been in discussion with the County <br /> regarding the potential Master Associations on TCAAP. He provided general comments on the <br /> design requirements that would be included in the Public Works Design Manual. <br /> Mayor Grant asked if this document would be completed prior to the Council approving the <br /> TRC. <br /> Community Development Director Hutmacher reported that this was a supplementary <br /> document and would not be completed prior to the TRC being approved. <br /> Councilmember McClung commented that it would be easier to change the appendix than the <br /> full TRC. <br /> Community Development Director Hutmacher stated that this was the case. <br /> Further discussion ensued regarding homeowners associations and the future maintenance of <br /> private streets within TCAAP. <br /> Mr. Lamb stated that he believed that the TRC was trying to achieve higher standards within the <br /> context of the market. <br /> Mayor Grant stated that the Council would be in favor of having building materials that were <br /> attractive and durable. <br /> Councilmember Holden understood that hospitals had been removed from the code. She <br /> suggested that language be included within the TRC stating that this was not a permissible use. <br /> Community Development Director Hutmacher stated that because this use was not listed <br /> within the TRC, it was not a permitted use. She noted that clinics would be allowed. <br /> Councilmember Holden questioned if the Council wanted to allow homes to be 50 feet in height <br /> at the peak of the roof in residential areas. <br /> Mayor Grant requested further information on the required height for manufacturing companies <br /> with clean rooms. <br /> Staff and Council discuss the proposed clear height and warehousing requirements within the <br /> TRC. <br /> City Administrator Klaers reviewed the Council's future meeting schedule and asked if the <br /> Council still wanted to meet on Saturday, February 7th. He indicated that Community <br /> Development Director Hutmacher would not be able to attend on that date. <br /> Mayor Grant asked if staff had any information on the fit test. <br /> City Administrator Klaers commented that staff had spoken with the County regarding this <br /> matter and it was uncertain at this time when the fit test would be completed. <br />
