ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – JANUARY 26, 2015 2 <br /> <br /> The Town Center green space has been reshaped to allow a continuous green space from <br />the retail area through the Town Center. Diagonal parking in front of the retail areas along <br />the east/west connector would provide convenient parking for those businesses. <br /> <br />Community Development Director Hutmacher indicated that the total maximum residential <br />units based on the revised acreages are outlined in the staff memo included in the agenda packet. <br />Acreage for collector roads has been included in the acreage for the adjoining district or subzone. <br />Park/open space and spine road acreage are excluded from the table. Staff indicated that City <br />Council feedback was being requested. <br /> <br />Councilmember Holden discussed the section which described the Town Center area. She <br />suggested that the descriptions be amended to provide greater clarity between the different zones <br />and uses. <br /> <br />Community Development Director Hutmacher noted the various zones within Town Center. <br /> <br />Mayor Grant requested further clarification on the NT1 and NT2 subzones. <br /> <br />Community Development Director Hutmacher explained the allowed uses within the <br />Neighborhood Transition zoning districts. <br /> <br />Councilmember Woodburn asked if the site would have any active parks. <br /> <br />Community Development Director Hutmacher stated that parks had been discussed at a <br />number of work sessions over the last year. She discussed the amenities planned for each of the <br />larger parks. <br /> <br />Councilmember Holden suggested that some of the higher density housing be moved further <br />north across the street from the retail center. <br /> <br />Councilmember McClung was pleased that restaurants and other amenities were allowed in the <br />areas surrounding the corporate campus. <br /> <br />Further discussion ensued regarding the layout and design of the Town Center area. The Council <br />agreed to make the retail area of the Town Center slightly larger to allow more depth for future <br />buildings. <br /> <br />Councilmember McClung expressed concern with how the plan may be reducing the maximum <br />number of residential units on the TCAAP site. <br /> <br />Councilmember Holden requested that the area where the creek meandering is to take place in <br />the northwest part of the site not be shown as a green area on the map. <br /> <br />Mayor Grant questioned if the County needed all of the water resource area for stormwater. <br /> <br />Public Works Director Maurer explained that a portion of the water resource area included a 4- <br />acre wetland that would not be touched and other areas would include stormwater ponds.
