At the time of the property division, 3,899 parking stalls would be required for Lot 2 based on <br />the existing gross building area on the property. Boston Scientific is currently providing 2,808 <br />existing stalls and has identified 1,091 “proof of parking” spaces on their Campus Master Plan. <br />The current number of employees on the Arden Hills campus is approximately 2,200 and Boston <br />Scientific has acknowledged that the existing parking satisfies the parking demand. <br /> <br />E. Traffic, Access, and Circulation <br /> <br />The existing PUD Agreement for the site requires that a traffic study be done at the end of Phase <br />1 once the 419,500 square feet of additional building space has been constructed. The purpose of <br />this traffic study would be to evaluate existing conditions and determine if any traffic <br />improvements are needed prior to further development on the campus. To date, 207,560 square <br />feet of new building space has been built on the campus. Prior to the City granting approval for <br />new building construction on Lot 2 that would result in more than an additional 211,940 square <br />feet of building space, Boston Scientific will be required to complete a traffic study. At this time, <br />no new buildings are proposed for Lot 1. If additional building space is proposed for Lot 1 at a <br />future date, the property owner may be required to complete a traffic study. <br /> <br /> <br />Additional Review <br /> <br />City Engineer and Building Official <br />The City Engineer has reviewed the Preliminary and Final Plat documents and has no additional <br />comments as this time. The Building Official has reviewed the proposed revisions to the Campus <br />Master Plan and has no additional comments at this time. <br /> <br />Ramsey County Public Works Department <br />The Ramsey County Public Works Department has reviewed the submitted plans and has noted <br />that any new accesses on either Hamline Avenue North or County Road F will require approval <br />through Ramsey County. A right-of-way permit would also be required for any construction <br />activity occurring with the County’s right-of-way. <br /> <br />Lake Johanna Fire Department <br />The Fire Marshal has reviewed the submitted plans and noted that when Boston Scientific <br />applies for a Site Plan Review for the proposed parking lot modifications along the Lot 1 and 2 <br />property line, fire truck access to the east side of the existing buildings on Lot 1 will need to be <br />ensured. The City will coordinate the review of any plans to modify the parking lot with the Lake <br />Johanna Fire Department to verify that adequate fire access is maintained on the site. <br /> <br />Rice Creek Watershed District <br />The Rice Creek Watershed District has reviewed the submitted plans and provided comments in <br />Attachment E.
