(the State contract vendor) in the amount of $8,055.65.

Discussion

The 2015 Capital Improvement Plan (CIP) contains a $10,000 item for the purchase of a new tilt
trailer (a copy of the CIP detail page is attached). The new trailer would be a 22 foot Felling Drop
Deck Tilt trailer rated for 12,000 lbs. The trailer also has a self-lifting ramp, thus eliminating a
lifting hazard from the crew’s activities. The City’s current trailer that is intended to be replaced
is a 2005 Felling that was used extensively in the winter months to haul Grandmasters prior to the
City adding Toolcats to our fleet. It has significant deterioration from the winter salt environment
and does not meet the new standards for ergonomics because of the lifting required of the loading
ramps.

The City of Arden Hills maintains a free membership in the Minnesota Cooperative Purchasing
Venture Program. This allows the City to participate in State specifications and bid prices,
resulting in the City of Arden Hills paying the same amount for a single piece of equipment as the
State does for numerous pieces.

Scharber & Sons, Inc., of Rogers is the vendor for Felling trailers. The pricing of $8,055.65 for a
Model FT-12IT-E comes directly from the State contract. This is the lowest priced trailer that is
of adequate size and rating on the State contract. Attached is the quote and specification sheet for
the new Felling trailer.

CONSENT ITEM – 5B

MEMORANDUM
