A copy of the CIP detail sheet is attached. The City’s latest
5 year MS4 Storm Water permit from the Minnesota Pollution Control Agency (MPCA) requires
much more attention to the repair and maintenance of storm water inlets/outlets and ponding
areas. This part of the City’s infrastructure was given minimal attention in the past.

The addition of a mini excavator to our City fleet will allow our Public Works staff to address
most of these issues themselves without hiring a contractor. Since this requirement will be on-
going with future MS4 permits and may get more involved, it was decided that renting this piece
of equipment when needed was not a viable solution.

The City of Arden Hills maintains a free membership in the Minnesota Cooperative Purchasing
Venture Program. This allows the City to participate in State specifications and bid prices,
resulting in the City of Arden Hills paying the same amount for a single piece of equipment as
the State does for numerous pieces.
CONSENT ITEM – 5C

MEMORANDUM
