AGENDA ITEM – 1A

City of Arden Hills
City Council Work Session Meeting for February 17, 2015

P:\Planning\Recycling & Garbage\2015\RFP_Recycling Services\CC Packet_(1-17-15) - Introduction of Republic Services
Page 1 of 3

MEMORANDUM

DATE: February 17, 2015
TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: Ryan Streff, City Planner

SUBJECT: Introduction of Republic Services and Recycling Contract Update

Requested Action

No Action Required. Doug Link with Republic Services will be attending the Work Session to
meet with the Council.

Background

The current residential recycling services contract with Eureka Recycling expires on May 3,
2015. As a result of the approaching contract conclusion, a Request for Proposals (RFP) for
residential recycling services was released by the City. Five companies, including Eureka
Recycling, Republic Services, Tennis Sanitation, Walters Recycling and Waste Management
submitted proposals.

Each proposal was carefully evaluated by the review team based on the criteria outlined in the
RFP. The final analysis indicated that Republic Services had the best price for the services
requested, relative to the recycling needs of the City and its residents. After the team’s review, it
was found that in order to maintain the equivalent amount of current services to City residents a
recommendation would be made to the Council that included a five (5) year contract with
Republic Services with weekly service and City-owned carts. As proposed, the new contract
over the next five years is valued at approximately $527,290, or $105,458 per year before
revenue sharing.
