ARDEN HILLS CITY COUNCIL WORK SESSION – MARCH 16, 2015 3 <br /> <br /> <br />Mayor Grant stated this has yet to be decided. <br /> <br />Mr. Broderick encouraged the City to consider a larger sized cart in order to avoid residents from <br />disposing of recyclable materials in their garbage container. <br /> <br />City Planner Streff discussed staff’s rationale and industry standards for the cart sizing and <br />believed that the 64 gallon would meet the needs of the majority of residents in Arden Hills. <br /> <br />Councilmember Holmes suggested that staff consider purchasing more than 200 32 gallon <br />containers to keep this option available to empty nesters and elderly. <br /> <br />Community Development Director Hutmacher explained that additional containers would need <br />to be purchased for TCAAP and at that time, sizing options could be reconsidered if there was a <br />need for additional 32 gallon containers. <br /> <br />Councilmember McClung believed that the majority of residents would fill a 64 gallon cart on a <br />weekly basis and would be happy with the weekly service. <br /> <br />Mr. Broderick indicated that Cascade could always provide more bins in the future, after Arden <br />Hills better determined its needs. <br /> <br />Councilmember Holmes recommended that the purchase of 64 gallon containers be <br />reconsidered. <br /> <br />Mayor Grant reported that residents may find that after recycling each week with their new <br />container that they may actually need to reduce the size of their garbage container. He questioned <br />why staff was proposing to purchase more containers than single-family residents in Arden Hills. <br /> <br />City Planner Streff indicated that based on industry standards a 5 ½ % overage was written into <br />the quote to allow the City to have additional containers on site to accommodate City expansion, <br />residents that need an additional cart, and warranty exchanges. <br /> <br />Mayor Grant recommended that only 2,600 64 gallon containers be purchased along with 200 32 <br />gallon containers. He stated that this would allow for the City to purchase another 100 containers <br />in the near future after needs are better understood. <br /> <br />The Council supported this recommendation and suggested this purchase be approved by the <br />Council on March 30th <br /> <br />. <br />City Administrator Klaers commented that approval on this date would ensure that the new <br />recycling program with recycling carts was in place by May 1st <br /> <br />. <br />Mr. Broderick encouraged the City to do a two to three month “no swap” time period as this <br />would allow residents to get used to using their new recycling cart. After that time, a call could be <br />made to the City if a change was necessary. <br />
