ARDEN HILLS CITY COUNCIL WORK SESSION – MARCH 16, 2015 7 Councilmember Holmes suggested that staff consider purchasing more than 200 32 gallon containers to keep this option available to empty nesters and the elderly. Community Development Director Hutmacher stated that additional containers would need to be purchased for TCAAP so, if a lot of 64 gallon containers were returned for smaller containers, these could be reused in TCAAP. Councilmember McClung believed that the majority of residents would fill a 64 gallon cart on a weekly basis and would be happy with the weekly service. Mr. Broderick indicated that Cascade could always provide more carts in the future, after Arden Hills better determined its needs. Councilmember Holmes recommended that the amount of 64 gallon containers be reconsidered. Mayor Grant reported that residents may find that after recycling each week with their new container that they may actually need to reduce the size of their garbage container. He questioned why staff was proposing to purchase more containers than single-family residents in Arden Hills. City Planner Streff indicated that based on industry standards a 5 ½ % overage was written into the quote to allow the City to have additional containers on site to accommodate City expansion, residents that need an additional cart, and warranty exchanges. Mayor Grant recommended that only 2,600 64 gallon containers be purchased along with 200 32 gallon containers. He stated that this would allow for the City to purchase another 100 containers in the near future after needs are better understood. The Council supported this recommendation and that this purchase be formally approved by the Council on March 30th. City Administrator Klaers commented that ordering now would ensure that the new recycling carts were in place by May 1st. Mr. Broderick encouraged the City to do a two to three month “no swap” time period as this would allow residents to get used to using their new recycling cart. After that time, a call could be made to the City if a change was necessary. City Planner Streff indicated that the City would support a 60-90 day trial time period. The Council supported a 90-day trial period. D.
