Public Works Director & City Engineer The Public Works Director and City Engineer are responsible for compliance with the State of Minnesota NPDES-MS4 permit and recommend approval of the ordinance amendments so that the City can comply with the required Federal and State rules and regulations. Findings of Fact: The Planning Commission reviewed Planning Case 15-007 at their regular meeting on April 8, 2015. Draft minutes from the meeting are included in Attachment A. The Planning Commission offers the following findings of fact for consideration: General Findings: 1) Amendments to the Arden Hills City Code are required to comply with Federal and State rules and regulations. 2) The proposed amendments 2015-002, 2015-003, and 2015-004 would amend the Zoning Code Ordinance, Subdivision Ordinance, and Erosion and Sediment Control Ordinance. 3) The proposed amendments would update the City Code to comply with the Federal Clean Water Act and the State General Stormwater Discharge Permit. 4) The rules and regulations have been adopted by the Rice Creek Watershed District. Recommendation The findings of fact for the City Code Amendments support approval. However, if the City Council chooses to deny an amendment, the Findings of Fact would need to be amended to reflect the reasons for the denial. The Planning Commission reviewed Planning Case 15-007 and unanimously recommends approval (7-0) of the City Code Amendments 2015-002, 2015-003, and 2015-004, based on the findings of fact as presented in the April 27, 2015, Report to the City Council.
