Public Works Director & City Engineer <br /> <br />The Public Works Director and City Engineer are responsible for compliance with the State <br />of Minnesota NPDES-MS4 permit and recommend approval of the ordinance amendments so <br />that the City can comply with the required Federal and State rules and regulations. <br /> <br /> <br />Findings of Fact: <br /> <br />The Planning Commission reviewed Planning Case 15-007 at their regular meeting on April 8, <br />2015. Draft minutes from the meeting are included in Attachment A. The Planning Commission <br />offers the following findings of fact for consideration: <br /> <br />General Findings: <br /> <br />1) Amendments to the Arden Hills City Code are required to comply with Federal and State <br />rules and regulations. <br />2) The proposed amendments 2015-002, 2015-003, and 2015-004 would amend the Zoning <br />Code Ordinance, Subdivision Ordinance, and Erosion and Sediment Control Ordinance. <br />3) The proposed amendments would update the City Code to comply with the Federal Clean <br />Water Act and the State General Stormwater Discharge Permit. <br />4) The rules and regulations have been adopted by the Rice Creek Watershed District. <br /> <br /> <br />Recommendation <br /> <br />The findings of fact for the City Code Amendments support approval. However, if the City <br />Council chooses to deny an amendment, the Findings of Fact would need to be amended to <br />reflect the reasons for the denial. <br /> <br />The Planning Commission reviewed Planning Case 15-007 and unanimously recommends <br />approval (7-0) of the City Code Amendments 2015-002, 2015-003, and 2015-004, based on the <br />findings of fact as presented in the April 27, 2015, Report to the City Council. <br /> <br /> <br />Proposed Motion Language <br /> <br />1.
