Page 1 of 1 <br /> <br />DATE: May 4, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: Sign Retro Reflectivity Policy <br /> <br />As the Council is aware, based on laws adopted at the Federal level, all cities must manage their <br />street sign inventory relative to retro reflectivity. The deadlines for the implementation of the <br />Federal law were delayed as challenges and other issues where considered. <br /> <br />The new deadlines are now upon us (actually the deadline for adopting a sign management <br />policy was 2014, but as TCAAP was consuming most meeting time, this issue was held back). <br />Attached is a model Sign Retro Reflectivity Policy as suggested by the League of Minnesota <br />Cities (LMC). There are several methods allowed by the Federal law for measuring retro <br />reflectivity relative to when signs need to be replaced. These range from purchasing an <br />expensive piece of equipment and measuring the retro reflectivity, nighttime visual inspection, <br />using control signs as a guide, expected life, or blanket replacement. <br /> <br />The method we are suggesting is the Expected Life method. The expected life initially will be <br />based on the manufacture’s information for the type of sheeting used. Over time, we will develop <br />our own modifications based on such factors as how much longer the retro reflectivity is good on <br />a north or east facing sign vs. a west or south facing one. <br /> <br />Staff has been working for some time towards meeting all the Federal requirements. We have <br />inventoried all City signs in the Simple Sign software. We have instituted a sticker program, <br />which means that every new sign that is installed is given a sticker indicating the installation <br />date. We have replaced many of the signs in our system that did not meet the new standards, and <br />we will continue this replacement program over the new few years until we get all signs up to the <br />new standards. <br /> <br />Staff would recommend that the Council consider adopting the LMC model policy for sign retro <br />reflectivity. <br /> <br />Attachment: <br /> <br />Attachment A: Sign Retroreflectivity Policy <br />NEW BUSINESS – 2B <br /> <br /> <br />MEMORANDUM <br />
