ARDEN HILLS PLANNING COMMISSION – APRIL 8, 2015 8 <br /> <br /> <br />The City Council continued its review of Planning Case 15-002 for a Preliminary Plat, Planned <br />Unit Development Amendment, and Conditional Use Permit Amendment for the Arden Plaza <br />retail center. The City Council approved (5-0) the requests for a Preliminary Plat and a PUD <br />Amendment to account for the subdivisions, increase the Phase III building footprint, and modify <br />the retail center parking lot. A motion was approved to continue consideration of the remaining <br />requests in Planning Case 15-002 relating to the expansion of the Frattallone’s Ace Hardware <br />outdoor seasonal sales area to the City Council meeting on April 13, 2015. <br /> <br />C. TCAAP Update <br /> <br />City Planner Streff reported that Kimley-Horn has completed the first part of the Fit Test. The <br />results were presented to the City Council at a special work session at 5:30 pm on Monday, <br />March 30, 2015. The second part of the Fit Test is tentatively scheduled to be presented to the <br />City Council at a special work session on Monday, April 13. The Energy Integration Resiliency <br />Framework (EIRF) was presented to the Joint Development Authority at their meeting on <br />Monday, April 6, 2015. Staff provided the Commission with a handout on the EIRF framework. <br />He encouraged the Planning Commission to read a recent article in the Star & Tribune regarding <br />Energy Resiliency on the Rice Creek Commons (TCAAP) site. <br /> <br />Commissioner Neururer requested further information on the groundwater treatment taking <br />place on TCAAP. <br /> <br />City Planner Streff explained that approximately 2 million gallons of water is pumped daily and <br />filtered through a treatment facility located on AHATS. <br /> <br />Chair Thompson encouraged the residents in Arden Hills to refer to the City’s website and the <br />Rice Creek Commons website for additional information on TCAAP. <br /> <br />D.
