Staff Recommendation <br /> <br />Based on the submitted plans and findings of fact, staff recommends denial of Planning Case 15- <br />008 for a Planned Unit Development (PUD) Amendment for the addition of architectural accent <br />lighting along the top of the canopy and the roofline of the building at the Holiday service station <br />at 1920 West Highway 96. <br /> <br />If the Planning Commission makes a motion to approve Planning Case 15-008, the findings of <br />fact would need to be amended to reflect the reasoning for their decision. Staff is recommending <br />that the Planning Commission consider including the following four (4) conditions if a motion to <br />approve is made: <br /> <br />1. The project shall be completed in accordance with the plans submitted as amended by the <br />conditions of approval. Any significant changes to these plans, as determined by the City <br />Planner, shall require review and approval by the Planning Commission and City <br />Council. <br />2. A PUD Amendment Agreement shall be drafted by the City Attorney and shall be <br />executed prior to the issuance of an Electrical Permit for the installation of the LED <br />accent lights. <br />3. An automatic dimmer module shall be installed to reduce the nighttime light output of the <br />LED accent lights on the canopy and building to sixty percent (60%) of the daytime level. <br />4. An automatic dimmer module shall be installed on the existing monument sign on the <br />property to reduce the nighttime light output of the LED lights on the sign to sixty <br />percent (60%) of the daytime level. <br /> <br /> <br />Options <br /> <br />1. Recommend Approval with Conditions: Motion to recommend approval of Planning Case <br />15-008 for a PUD Amendment at 1920 West Highway 96, as amended by the four (4) <br />conditions in the May 6, 2015, Report to the Planning Commission, based on the submitted <br />plans and the following findings of fact: findings to approve should specifically reference the <br />reasons for approval. <br /> <br />2. Recommend Approval as Submitted: Motion to recommend approval of Planning Case 15- <br />008 for a PUD Amendment at 1920 West Highway 96 based on the submitted plans and the <br />following findings of fact: findings to approve should specifically reference the reasons for <br />approval. <br /> <br />3.
