Streff, City Planner <br />City of Arden Hills <br />From: Matt Pacyna, PE, Senior Associate <br />Jordan Schwarze, PE, Senior Engineer <br />Date: January 16, 2015 <br />Subject: Red Fox Business Center Traffic Study <br />Introduction <br />SRF has completed a traffic study for the proposed Red Fox Business Center development located <br />south of I-694 between Trunk Highway 51 (TH 51) and Lexington Avenue in the City of Arden Hills <br />(see Figure 1: Project Location). The main objectives of this study are to review existing operations <br />within the study area, evaluate the traffic impacts to the adjacent roadway network, and recommend <br />any necessary improvements to accommodate the proposed development. This study also includes an <br />assessment of site circulation, parking, and potential conflicts between passenger vehicles and trucks. <br />The following sections provide the assumptions, analysis, and study conclusions/recommendations <br />offered for consideration. <br />Existing Conditions <br />The existing conditions were reviewed to establish a baseline in order to identify any future impacts <br />associated with the proposed development. The evaluation of existing conditions includes peak period <br />intersection turning movement counts, field observations, and an intersection capacity analysis. <br />Data Collection <br />Peak period turning movement counts were collected by SRF during the week of December 15, 2014 <br />at the following study intersections: <br />• Red Fox Road and Dunlap Street <br />• Red Fox Road and Northwoods Drive <br />• Red Fox Road and Lexington Avenue <br />The peak periods collected included the a.m., midday, and p.m. peak hours.
