Streff January 16, 2015 <br />City of Arden Hills Page 6 <br />Discussions with Ramsey County staff indicated that several improvements are currently being <br />evaluated to address these issues. Potential improvements include a northbound right-turn lane at the <br />I-694 South Ramps/Lexington Avenue intersection to the north as well as the installation of a traffic <br />signal at the Target Access/Lexington Avenue intersection to the south. Furthermore, the <br />Lexington Station Traffic Study, dated May 20, 2013, identified the need for a new eastbound right-turn <br />lane at the Red Fox Road/Lexington Avenue intersection. Implementation of these improvements <br />would reduce delays and queueing in the area, particularly at the Red Fox Road/Lexington Avenue <br />intersection. However, to understand potential impacts of the proposed development and identify the <br />remaining intersection capacity before improvements may be needed, no mitigation was assumed <br />under future conditions. <br />Proposed Development <br />The proposed Red Fox Business Center development is located at 1235 Red Fox Road in the <br />City of Arden Hills. The current development proposal (shown in Figure 3) consists of two <br />multi-tenant light industrial buildings totaling approximately 93,000 square feet. Construction was <br />assumed to be complete by the end of the year 2016. Access to the development is proposed at the <br />following locations: <br />• Red Fox Road – Approximately 600 feet west of Dunlap Street (West Access) <br />o The West Access is expected to be the primary truck access. <br />• Red Fox Road – Approximately 350 feet west of Dunlap Street (East Access) <br />o The East Access is expected to be the primary passenger vehicle access. <br />• Northwoods Drive – An extension of the western roadway terminus (North Access) <br />o Discussions with City staff indicate this access may be eliminated. However, this access <br />was included as part of the future analysis. <br />Further discussion regarding site access operations is documented later in this study. <br />Year 2017 Conditions <br />To help determine impacts associated with the proposed development, traffic forecasts were <br />developed for year 2017 conditions (i.e. one year after anticipated completion). Year 2017 conditions <br />take into account general area background growth and traffic generated by the proposed development. <br />The evaluation of year 2017 conditions includes details on the traffic forecasts and an intersection <br />capacity analysis. As previously stated, no improvements along Red Fox Road or Lexington Avenue <br />were included under this condition. <br /> <br />
