the Planning Commission meeting to present their findings and answer any questions pertaining to traffic that the Commission may have. The traffic study was submitted to the Ramsey County traffic engineer for review, however, no additional comments were provided. The traffic study that was completed by SRF Consulting concluded the following: 1) That based on the existing average daily traffic (ADT) and the proposed development trip generation, no significant impacts to area traffic operations are expected. 2) That the south approach of the County Road E2/New Brighton Road intersection should be restriped to accommodate the proposed north approach, as well as any signing modifications. a. The south approach should be striped as the shared left/through lane and a dedicated right-turn lane. The north approach can be constructed as a single lane. 3) Consider installing an ADA compliant crosswalk along the east approach of the County Road E2/New Brighton Road intersection. 6. Additional Review A. Building Official & Fire Marshal The Building Official and Fire Marshal have reviewed the application and do not have any objections to the proposed project. All final plans will be subject to the Building Official and Fire Marshal’s approval prior to the issuance of any permits. B. Public Works Director & City Engineer The Public Works Director and City Engineer have reviewed the plans for the Valentine Cove development project. Comments from the Public Works Department can be found in Attachment D. All final grading and utility plans will be subject to the approval by the City Engineer prior to the issuance of any development permits. C. Ramsey County Review Ramsey County has reviewed the application and provided comments to City staff. The County indicated that they do not have any objections to the proposed project other than stating that any work that is conducted within the right-of-way requires a permit from the County. C. Rice Creek Watershed District The RCWD is in the process of conducting their review of the Valentine Cove development project with State and local regulations. The City has been coordinating with the RCWD and the developer on this project and expects to have conditioned approved from the RCWD by the time the proposal proceeds to the City Council for review.
