DATE: May 26, 2015

TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: John Anderson, Assistant City Engineer

SUBJECT: Oak Avenue Storm Sewer

Requested Action

Accept Quotation with Dave Perkins Contracting Inc. for the repair of the Oak Avenue Storm
Sewer in the Amount of $36,841.00 and authorize staff to schedule this work.

Background/Discussion

City staff has been inspecting portions of the city storm sewer system and as part of that process
prioritizing repairs and maintenance work needed. The repairs identified are then divided into
two categories. The first being repairs that our public works staff have the staff and equipment
to undertake. The second being those which the city would be better served by hiring a
contractor that has resources needed for that repair. We have identified the repair of the Oak
Avenue storm sewer to fall in the contractor repaired category.

The Oak Avenue storm sewer picks up street drainage on Oak Avenue and then conveys it along
an easement that runs along a private driveway to 1680 Oak Avenue, see Attachment A for
location. At the low point in the driveway the storm sewer turns and discharges to the south side
of the driveway and eventually running through Tony Schmidt Park. The discharge point of this
storm sewer has eroded the slope downstream of the outlet and has the potential to erode the
private driveway, which is the only access point to the home at 1680 Oak Avenue, see site
photos in Attachment B. We have been in contact with the resident and they have expressed
concern about the driveway washing out to the point where it becomes dangerous to travel on the
driveway.

Staff has solicited quotes for this repair from three contractors. We received a quote from one
contractor. We received a reply from a second contractor stating they do not have time in their
schedule this summer to complete this work. The third contractor did not respond. The quote
we did receive was submitted by Dave Perkins Contracting Inc. in the amount of $36,841.00 a
copy of which is in Attachment C.
CONSENT ITEM - 5F

MEMORANDUM
