Photographs of the existing conditions on <br />the site and where the accent lights would be installed are included in Attachment C. The <br />applicant has provided details on the specific product that would be used and photographs of the <br />lighting installed at a Holiday services station in Bloomington, Minnesota (Attachments D & E). <br /> <br />An amendment to the PUD is required in this case to update the building and canopy elevations <br />for the approved PUD. The applicant has provided a narrative on how the visual impacts of the <br />proposed accent lights would be minimized through the design of the product (Attachment A). <br />The narrative also notes that the proposed accent lights are made by a different manufacturer <br />than the LED lighting that is now installed on the monument sign located on the property. <br /> <br /> <br />Plan Review <br /> <br />A full evaluation of the proposal was presented to the Planning Commission at their May 6, <br />2015, Regular Meeting. The staff report to the Planning Commission on this case is included in <br />Attachment H. Based on the findings of fact included in the report to the Planning Commission <br />for Planning Case 15-008 the staff recommendation was for denial. The following plan review <br />section has been updated to reflect the discussion had by the Planning Commission and their <br />reasons for recommending approval of this case. <br /> <br />1. Chapter 12, Sign Code Review <br /> <br />A. General Sign Regulations – Section 1240.02, Subd. 3 – Meets Requirements <br /> <br />The Sign Code states that service area canopies are permitted 25 square feet of illuminated <br />signage on each edge of the canopy facing a public street. However, no other part of the face of <br />the canopy is allowed to be illuminated. Because the plastic tube containing the LED light <br />fixtures is designed to significantly dim the lighting, the Planning Commission determined that <br />the proposal would not further illuminate the canopy. <br /> <br /> <br />2. Chapter 13, Zoning Code Review <br /> <br />A. Special Requirements for the G-B District – Section 1320.13 – Meets Requirements <br /> <br />The use of accent lighting on buildings and sites in the Gateway Business District may be <br />permitted after review by the City. The Zoning Code requires that for exterior lighting the source <br />of illumination be hooded, concealed, or controlled in a manner so as not to be visible from <br />adjoining lots, streets, highways, or residential areas east and south of Round Lake. The <br />proposed LED accent lights would be fully surrounded by plastic tubing that would conceal the <br />source of illumination. <br /> <br />
