CONSENT ITEM – 5D <br /> <br />City of Arden Hills <br />City Council Meeting for May26, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-009 - CUP Amendment - Bethel University - Soccer Building\Memos_Reports_15-009 <br />Page 2 of 8 <br />1,200 square foot lower level the design also includes a 400 square foot scoring tower within <br />the upper level for a total floor area of 1,600 square feet. <br /> <br />The soccer facility building would be located on the Ona Orth Athletic Field Complex, which <br />is located on the west side of Snelling Avenue across from the main campus. The structure <br />would be positioned along the eastern sideline of the soccer field near midfield and adjacent <br />to Snelling Avenue. In addition to the existing soccer field, the complex also includes six (6) <br />tennis courts and one (1) softball field. <br /> <br />The structure would be approximately twenty-three (23) feet in height and comparable in <br />design to the other structures on the athletic field complex. The exterior finish of the <br />structure would largely consist of horizontal plank siding with brick accents on each corner <br />to match the existing structures on the site. Other exterior materials would include rocked <br />faced block and asphalt shingles. <br /> <br />The applicant has submitted an application and project narrative (Attachment C), exterior <br />renderings and building plans (Attachment D), and a site plan, grading plan, and landscaping <br />plan (Attachment E). <br /> <br /> <br />Plan Evaluation <br /> <br />1. Zoning Regulations <br /> <br />A. Proposed Use – Meets Requirements <br /> <br />The proposed soccer facility building is an auxiliary use to the Bethel University campus, <br />and is permitted under Section 1320.075 Special Requirements of the Single Family <br />Residential (R1) District. <br /> <br />B. Setbacks – Meets Requirements <br /> <br />The minimum building setbacks in the R-1 Single Family District are forty (40) feet in <br />the front yard, thirty (30) feet in the rear yard, and ten (10) feet minimum in a side yard, <br />with both sides required to total twenty-five (25) feet. All setback requirements stated in <br />the Zoning Code have been met by the proposed soccer facility building. <br /> <br />C. Lot Coverage – Meets Requirements <br /> <br />The proposed soccer facility building would remove 1,200 square feet of landscaped area <br />decreasing the landscaping coverage from 78.50 percent to 78.49 percent. The total lot <br />coverage (non-landscaped area) would subsequently increase from 21.50 percent to 21.52
