�-ADEN HILLS <br /> Approved: July 13, 2015 <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> SPECIAL CITY COUNCIL WORK SESSION <br /> JUNE 8,2015 <br /> 6:00 P.M. -ARDEN HILLS CITY HALL <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Grant called to order the special City <br /> Council work session at 6:00 p.m. <br /> Present: Mayor David Grant; Councilmembers Brenda Holden (arrived at 6:35 <br /> p.m.), Fran Holmes, Dave McClung, and Robert Woodburn <br /> Absent: None <br /> Also present: City Administrator Patrick Klaers; Director of Finance and Administrative <br /> Services Sue Iverson; Public Works Director Terry Maurer; Community Development <br /> Director Jill Hutmacher; City Planner Ryan Streff; Associate Planner Matthew Bachler; <br /> and City Clerk Amy Dietl <br /> 1. AGENDA ITEMS <br /> A. Comprehensive Plan Amendment(CPA)Discussion <br /> Mayor Grant stated that since the City Council has given preliminary approval to the TCAAP <br /> Redevelopment Code, it is now the City's responsibility to consider the Comprehensive Plan <br /> Amendment. <br /> Community Development Director Hutmacher stated that this item has been prepared to <br /> provide background on the Comprehensive Plan Amendment(CPA)process in preparation for the <br /> public hearing on the CPA for the TCAAP redevelopment project. The report provided in the <br /> agenda packet outlines the specific chapters of the Comprehensive Plan requiring amendments in <br /> order to reflect the changes suggested by the TCAAP Master Plan, provides a timeline for City <br /> review and approval of the CPA and TCAAP Redevelopment Code (TRC), and discusses the <br /> Metropolitan Council review process. It was noted that the CPA requires a 4/5 vote. <br /> City Planner Streff indicated that the Comprehensive Plan is a policy document that reflects the <br /> City's value system and creates a framework for the future by providing an overall vision for the <br /> City. As a guiding tool, the Plan provides a system for measuring progress and direction for <br /> setting priorities in key areas critical to the efficient functioning of a community, such as land use, <br />
