Page 1 of 2 <br /> <br />DATE: February 4, 2015 <br /> <br />TO: Planning Commission Chair Thompson and Commissioners <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: TCAAP Redevelopment Code <br /> <br /> <br />The final draft of the TRC will be presented to the City Council at a work session on February 2, <br />2015. Revisions based on Planning Commission and City Council comments over the past <br />several months have been incorporated. Significant changes to the document are summarized <br />below: <br />• A Joint Development Authority review process and flow chart have been created. <br />Flexibility to the JDA is provided through Permitted Adjustments and Special <br />Development Plans. <br />• Recommendations by the Energy Resiliency Advisory Board have been included. <br />• Definitions have been clarified and made consistent with the Arden Hills Code where <br />appropriate. <br />• Residential as a component of mixed-use buildings has been prohibited. Residential uses <br />are not allowed in the retail or office mixed-use districts. <br />• Parking ratios have been updated based on developer input. <br />• Design standards for light industrial uses have been added to discourage large-scale <br />warehousing and distribution uses. <br />• Exterior materials and façade composition have been better defined. <br />• Requirements for the Gateway Overlay District have been added that require enhanced <br />architecture, landscaping, or public art. <br />• Permeable area requirements have been added. <br />• Residential subzones have been created. Based on the permitted maximum density and <br />the size of residential development parcels, the maximum number of residential units is <br />estimated to be 1,450 to 1,500 units. <br /> <br />The following chart shows the residential subzones and corresponding gross density allowed in <br />the draft TRC. <br /> <br /> <br /> MEMORANDUM <br />
