<br /> MEMORANDUM <br /> <br />DATE: February 19, 2015 <br /> <br />TO: Ryan Streff, City Planner <br /> <br />FROM: Terry Maurer, Public Works Director <br /> John Anderson, Assistant City Engineer <br /> <br />SUBJECT: Valentine Bluff <br /> <br /> <br />We have reviewed the plans for Valentine Bluff prepared by Sather-Bergquist dated <br />1/22/15 the following are our comments: <br /> <br /> <br />1. All work preparing the lots for home construction, as detailed in the plans must be <br />completed before issuing a building permit for an individual lot, with one <br />exception. We assume the portion of the retaining wall on lot 7 adjacent to the <br />home needs to be built along with the foundation of the home. The retaining wall <br />along the driveway will need to be in place prior to home construction to allow <br />access for construction. <br />2. Water services need to be sized to provide fire protection if required by building <br />code. <br />3. Water services currently inplace serving 1941 and 1901 Co. Rd. E-2 may be <br />reused if the existing service pipe material is copper. New curb stops need to be <br />installed at the right of way. New curb stops are to be no larger than 1” <br />4. A Ramsey County right of way permit will be required for all work within the <br />right of way of County Road E-2 <br />5. A construction permit from the MPCA is required for grading the site <br />6. A permit from Rice Creek Watershed District is required for grading and <br />stormwater treatment <br />7. A building permit will be required for the retaining wall, all walls over 4 feet <br />require and engineered design and due to the height a fence will be needed along <br />the top of the wall <br />8. In areas where the bituminous trail is removed to connect the water services the <br />bituminous repair shall be a full width patch. <br />9. A city issued grading and erosion control permit will be required for the entire <br />project. Building permits will require a survey with grading and erosion control <br />information shown for each lot. At the completion of building a grading asbuilt <br />will need to be provided before issuing a certificate of occupancy. <br />10. A homeowners association or some other structure will need to be inplace for <br />operation and maintenance of the drainage system. This will not be publicly <br />maintained <br />
