Memorandum <br />SRF No. 0148723 <br />To: Ryan Streff, City Planner <br />City of Arden Hills <br />From: Matt Pacyna, PE, Senior Associate <br />SRF Consulting Group <br />Date: February 26, 2015 <br />Subject: Valentine Bluff (formerly Valentine Cove) Traffic/Site Review – Addendum <br />Introduction <br />As requested, SRF has completed an addendum to the Valentine Bluff (formerly Valentine Cove) <br />Traffic/Site Review, dated December 23, 2014. The proposed development is generally located north <br />of the County Road E2/New Brighton Road intersection, on the site of the former Arden Hills <br />Library and adjacent church in the City of Arden Hills. The main objective of this addendum is to <br />address recent changes to the site plan. The following information summarizes the assumptions, <br />analysis, and results of this review. <br />Conclusions and Recommendations <br />Based on our review of the updated site plan, the following items (also illustrated in the attachment) <br />are offered for consideration: <br />• The proposed number of single-family dwelling units has changed from eight (8) units to <br />seven (7) units from the previous analysis. No significant impacts to the previous analysis and/or <br />area traffic operations are expected. <br />• Realign the western driveway between Lot 1 and 2 across from New Brighton Road to reduce <br />the intersection/driveway skew. The north and south through lanes from New Brighton Road <br />should align with the driveway if possible. <br />• Consider signing the driveway between Lot 1 and 2 as "private" to avoid driver confusion. <br />• Restripe the south approach of the County Road E2/New Brighton Road intersection to include <br />a northbound shared left-/through lane and a dedicated right-turn lane. <br />• Remove the crosswalk on County Road E2 which is currently located approximately 100 feet <br />east of the County Road E2/New Brighton Road intersection. <br />• Extend the trail connection to the County Road E2/New Brighton Road intersection and add a <br />crosswalk on the west side of the intersection. <br /> <br />H:\Projects\8723\TS\Report\8723_ArdenHills_ValentineBluffTrafficStudy_Addendum_150226.docx <br />ONE CARLSON PARKWAY, SUITE 150 | MINNEAPOLIS, MN 55447 | 763.475.0010 | WWW.SRFCONSULTING.COM
