City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />5-5 <br />Master Plan in August 2014. This document, officially titled the TCAAP Redevelopment <br />Code (TRC), was adopted by the City Council in July 2015, and establishes the <br />development regulations for the parcel purchased by Ramsey County. <br /> <br />The goals of the TRC are to promote a more functional and attractive community <br />through the use of recognized design principles and to allow property owners and <br />developers flexibility in land use while prescribing a higher level of detail in building <br />design and form. The City, along with the consultant team, drafted the TRC to codify <br />the goals and vision for the site that were identified through the public engagement <br />process. <br /> <br />Included in the TRC is the TCAAP Redevelopment Regulating Plan, which has been <br />adopted as the official zoning map for the site. While the Regulating Plan illustrates the <br />City Council’s current preferred development pattern for the area, as development <br />occurs or circumstances change, the City may consider amendments to the Regulating <br />Plan to promote high quality development consistent with City goals. <br /> <br />Since it is the City’s goal to fully incorporate the TCAAP property into the fabric of the <br />community, the land use, housing, parks and open space, transportation, and other <br />components of the proposed TCAAP redevelopment have been integrated into their <br />respective chapters in the Comprehensive Plan. The overall City vision, goals, and <br />policies of each chapter also apply to the entire TCAAP redevelopment. <br /> <br /> <br />5.2.1 ENVIRONMENTAL CLEANUP <br /> <br />Portions of the TCAAP property were subject to environmental contamination <br />during its four decades as a munitions manufacturing plant and testing area. The <br />United States Army initiated environmental cleanup in the 1980s and cleanup of <br />the groundwater is likely to may continue for at least the next 40 years. <br />Additional environmental characterization and testing is underway to determine <br />the extent of the cleanup that remains on the 585 acres prior to being <br />redeveloped. The property will be cleaned up to required standards for <br />residential, commercial, and recreational uses. <br /> <br />In 2013, Ramsey County entered into a contract with Carl Bolander & Sons Co. <br />for hazardous material abatement, demolition, and site remediation services for <br />the TCAAP property. The remediation project is expected to be completed in the <br />fall of 2015. Remediation will comply with the Minnesota Pollution Control <br />Agency’s residential standard. <br /> <br />
