AGENDA ITEM – 1A <br /> <br />City of Arden Hills <br />City Council Work Session Meeting for June 8, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-015 - TCAAP CPA & TRC\Memos_Reports <br />Page 2 of 4 <br />densities, transportation infrastructure, and parks and open space resources, could be included in <br />the relevant chapters of the Comprehensive Plan. <br /> <br />Since April 2013, the City has been working on a Master Plan for the 427-acre TCAAP parcel <br />purchased by Ramsey County. This Master Plan is comprised of three components: the <br />Alternative Urban Areawide Review (AUAR) and Mitigation Plan, the TCAAP Redevelopment <br />Code (TRC), and the Regulating Plan. The AUAR was approved by the City Council in the <br />summer of 2014, and preliminary approval was given to the TRC and Regulating Plan on May <br />26, 2015. Together, these documents represent the community’s long-term vision for the <br />TCAAP redevelopment site. The Comprehensive Plan Amendment will reflect the policies, <br />goals, and data included in the separate components of the Master Plan as well as document the <br />community planning process the City has undertaken over the past two years. <br /> <br /> <br />TCAAP Comprehensive Plan Amendment <br /> <br />On July 8th the Planning Commission is tentatively scheduled to hold the official public hearings <br />for the Comprehensive Plan Amendment (CPA) and approval of the TCAAP Redevelopment <br />Code (TRC). During the amendment process, the sections of the Comprehensive Plan listed <br />below will require updates to ensure compatibility with the TCAAP Master Plan. <br /> <br />Staff has begun work on making the necessary revisions to the Comprehensive Plan and a <br />redlined version of the draft updates are included in Attachment B-F. During the City Council <br />Work Session on June 8th, Chapters 5, 6, 7, and 9 and Appendix H will be discussed. The focus <br />of the Work Session on June 15th will be on the amendments to the Comprehensive Plan related <br />to infrastructure (Chapters 11 and 13). <br /> <br />Chapter 5 – TCAAP <br />Chapter 5 describes the past development and future redevelopment of the TCAAP property. <br />The sections that pertain to the current TCAAP redevelopment proposal will be revised to reflect <br />the Master Plan. These sections include TCAAP Land Ownership, Environmental Cleanup, and <br />the Redevelopment Timeline. <br /> <br />Chapter 6 – Land Use <br />The Land Use Chapter explains each land use category of the Comprehensive Plan and discusses <br />the importance of having a sustainable land use pattern that provides strength to the character of <br />all of the City’s Zoning Districts. The Future Land Use Classifications require amendments to <br />reflect the land uses identified in the TRC for the TCAAP site. <br /> <br />Chapter 7 – Housing <br />The Housing Chapter outlines the City’s housing stock, household composition, household type, <br />age of housing stock, household forecasts, and other similar housing data. The housing <br />forecasts and future opportunities sections of this chapter will be updated to reflect the TRC.
