City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />6-11 <br />6.4.6 Manufactured Home Community <br /> <br />The Arden Manor neighborhood has been identified as an important community <br />and the primary supply of affordable housing options in the City. Bounded by <br />Interstate 35W, Highway 96, and Highway 10, the neighborhood is facing <br />pressure from adjacent highways and land uses. Although the 1998 <br />Comprehensive Plan identified this area for potential redevelopment into non- <br />residential uses, the City anticipates this property will remain as a medium <br />density residential use for the foreseeable future. <br /> <br />Although complete impacts are not yet known, potential changes to Highways 10 <br />and 96 may impact the manufactured home community. The City is currently in <br />the process of reviewing road design proposals for this area. <br /> <br /> <br />6.4.7 TCAAP Redevelopment <br /> <br />As noted in Chapter 5, the City of Arden Hills hired a consultant team in 2013, to <br />create a Master Plan for the redevelopment of the TCAAP site. A central <br />component of this work was the development of a Master Land Use Plan that <br />allocated an appropriate mix of residential, commercial, industrial, civic, and open <br />space uses on the site. The Master Land Use Plan was approved by the City <br />Council in July 2015, and has been incorporated in the revised 2030 Future Land <br />Use data (Figure 6.3 and Table 6.4). <br /> <br />The City began work on the zoning and design standards to implement the <br />Master Land Use Plan in August 2014. These regulations and policies are found <br />in the TCAAP Redevelopment Code (TRC), which was approved in July 2015. <br />The TRC puts in place land use regulations that will achieve the community’s <br />goals for the TCAAP redevelopment including: high development and design <br />standards; defined residential neighborhoods and commercial districts <br />interconnected by streets, trails, and sidewalks; and abundant parks and open <br />space. <br /> <br /> <br /> <br />As noted in Chapter 5, a land use plan for TCAAP has not yet been adopted by <br />the City; however, the City recognizes the importance and potential impact of the <br />proposed TCAAP redevelopment (Figure 6.4) on the City and region. Therefore, <br />the preliminary, unapproved land use data for TCAAP has been included for <br />informational purposes (Figure 6.3). Upon selection of a land use plan, this
