The primary method of stormwater treatment will <br />be the use of multiple ponds for the removal of total phosphorous and total <br />suspended solids. Water reuse, bio-filtration, filtration, and stormwater wetlands <br />are also suitable for treatment within the Study Area. No discharge water will be <br />directed to surface waters without prior retention in a temporary settling basin <br />and a determination that no contamination exists. <br /> <br />13.1.3.1 Stormwater Management Plan <br /> (Appendix F) <br /> <br />Arden Hills falls entirely within the Rice Creek Watershed District (RCWD), <br />which is the regulating authority for stormwater in Arden Hills. The RCWD is <br />responsible for administering the Wetland Conservation Act and related <br />permitting activities. <br /> <br />The RCWD approved the City’s Local Stormwater Management Plan <br />(LSWMP) in 2002 2012 (Appendix F). Regulatory agencies, including the <br />Metropolitan Council, share Arden Hills’ view on the importance of protecting <br />water quality and storm water management. The City’s 20022012 LSWMP <br />discusses local methods to further joint goals and policies regarding surface <br />water management while assessing problems and proposing corrective <br />actions. The primary purpose of the 20022012 LSWMP was to: <br />o Assess existing water quantity and quality issues; <br />o Assess potential problems and opportunities for natural resource <br />enhancement in light of anticipated development within each <br />watershed; and, <br />o Formulate practical strategies to correct existing problems to prevent <br />potential problems and to take advantage of opportunities to enhance <br />water related natural resources. <br /> <br />In order to advance the above purpose statement, the 20022012 LSWMP <br />reviewed the physical environment, performed water quality and hydraulic <br />analyses, established the objectives and policies, and set implementation <br />steps. In summary, the LSWMP objectives were to (pp. 11-1930-41 of the <br />LSWMP): <br />o Improve water quality <br />o Prevent flooding and erosion from surface water flow <br />o Promote groundwater recharge <br />o Protect and enhance fish and wildlife habitat and water recreation <br />o Pollution control and good housekeeping for municipal operations <br />o Public participation, information, and education <br />o Establish funding sources for management programs
