City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />13-6 <br />separate storm sewer systems approval to discharge stormwater to lakes, <br />rivers and wetlands in Minnesota. All owners or operators of MS4s are <br />required to satisfy the requirements of the MS4 general permit. <br /> <br />The MS4 general permit requires the MS4 operator or owner to create a <br />Stormwater Pollution Prevention Program (SWPPP) with six important <br />components (included in the attached MS4 permit): <br />o Public education and outreach, which includes teaching citizens about <br />better stormwater management. <br />o Public participation: Include citizens in solving stormwater pollution <br />problems. This includes a required public annual meeting and an <br />annual report. <br />o A plan to detect and eliminate illicit discharges to the stormwater <br />system (such as chemical dumping and wastewater connections) <br />o Construction-site runoff controls. This includes the implementation of <br />an Erosion and Sedimentation Control ordinance. <br />o Post-construction runoff controls <br />o Pollution prevention and municipal “good housekeeping” measures, <br />such as covering salt piles and street-sweeping. <br /> <br /> <br />13.1.3.4 Total Maximum Daily Load (TMDL) <br /> <br />Chapter 10 section 5.3 of the Comprehensive Plan includes the TMDL listing <br />status for the major water bodies in Arden Hills. Lakes Johanna and <br />Josephine are listed for mercury in fish tissue but do not have a completed <br />TMDL study. Little Lake Johanna and Valentine Lake have not had TMDL <br />studies completed. The Minnesota Pollution Control Agency (MPCA) has set <br />a target start date for Little Lake Johanna and Valentine Lake of 2010.
