City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />9-13 <br />opportunity to expand the recreational offerings in the park and to provide <br />better park access. <br /> <br />o Round Lake Park - The open land west of Round Lake Park should be <br />considered for acquisition. This land could provide adequate space for <br />soccer fields, community gardens, ball fields, or other recreational uses. <br />The amount of property to acquire would be determined by what <br />programming needs exist at that time. This seeks to obtain the necessary <br />area by park dedication and acquisition as possible. <br /> <br />o Round Lake Trail Easements - The remaining easements are needed to <br />complete the trail around the west and south sides of Round Lake. <br /> <br />o Tony Schmidt Regional Park – While Tony Schmidt Regional Park is a <br />Ramsey County park, the City encourages the County to expand its facility <br />in accordance with their facility and land needs. The Tony Schmidt <br />Regional Park Master Plan lists potential land acquisitions, which are <br />shown on Figure 9.2 <br /> <br />9.4.5 TCAAP Redevelopment Area <br /> <br />Of the 585 acres that are part of the proposed TCAAP redevelopment area, <br />nearly 168 acres are tentatively planned to be used for parks, open spaces, and <br />a wildlife corridor. <br /> <br />Approximately 42 acres in the redevelopment area are anticipated to be used for <br />community parks, gathering spaces, and open spaces. The land use design for <br />the TCAAP property will likely include a large central park and a number of small <br />neighborhood parks. The exact layout and use of these parks has not been <br />determined; however, they are likely to be focused on local park and recreation <br />needs. <br /> <br />The City will be receiving approximately 49 acres of TCAAP property as a public <br />benefit transfer in order to maintain a wildlife corridor between the AHATS <br />property and Rice Creek. The City will transfer the 49 acres to Ramsey County <br />for incorporation into the Rice Creek North Regional Trail in accordance with the <br />approved Regional Trail Master Plan. <br /> <br />Ramsey County purchased 427 acres of the TCAAP property in April 2013. The <br />City has approved the TCAAP Redevelopment Code to regulate zoning and land <br />uses. Approximately 24 acres are planned to be used for City parks and public <br />open space. along a pedestrian corridor. Ramsey County is acquiring an
