City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />11-8 <br />Except for the future roads on the TCAAP property, the transportation system within <br />Arden Hills is generally considered developed, and improvements are anticipated as <br />reconstruction of aging infrastructure is pursued. As reconstruction occurs, it will be <br />important for the City to improve the roadway system and non-motorized travel <br />opportunities consistent with the recommended Transportation System Principles and <br />Standards in this Chapter and the pathways recommendations in Chapter 9 to the <br />extent possible. <br /> <br />11.3.1 Forecasted Traffic Volumes & Capacity Needs <br /> <br />In the City of Arden Hills, the major roadways carrying traffic are county and state <br />roadways, ranging from arterials to collectors. The City roadways are primarily <br />local city streets that only carry local traffic. Generally, the roadways in Arden <br />Hills serve areas that are fully developed, and the land use patterns in Arden <br />Hills are not expected to significantly change, except on the TCAAP property. <br />However, an increase in traffic on these corridors is expected due to the future <br />growth in the northern part of the City and the future growth in adjacent <br />communities. The existing pattern of rights-of-way and development setbacks <br />present challenges for significantly improving the existing level of service on <br />some roadways through roadway capacity improvements. <br /> <br />The forecasted 2030 average annual daily traffic volumes are illustrated in Figure <br />11.5 – 2030 Forecasted Average Daily Traffic Volumes and also in Appendix C. <br /> <br />The only project in the State and County transportation improvement programs <br />that directly impacts Arden Hills is the proposed reconstruction of the CSAH 96 <br />and TH 10 intersection in 2011. This project proposes to reconstruct this <br />intersection into a grade separate intersection. <br /> <br />The reconstruction of the Interstate 35W interchanges at County Road 96, <br />County Road I, and County Road H are included in the State and County <br />transportation improvement programs. These projects are critical to support <br />development intensities on TCAAP and are expected to be complete in 2015 and <br />2016. <br /> <br />In 2008, the proposed expansion of I-694 between I-35E and I-35W from four to <br />six lanes was removed from the State transportation improvement program. This <br />project had been listed as part of the 2012 transportation improvement program. <br />This City supports keeping this project in the State’s transportation improvement <br />program. <br /> <br />Deferred from Ramsey County Five-Year Transportation Improvement Program
