AGENDA ITEM – 1C <br /> MEMORANDUM <br /> <br />DATE: June 29, 2015 <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Patrick Klaers, City Administrator <br /> <br />SUBJECT: Employment Agreement Amendment <br /> <br /> <br />Background <br /> <br />During the November 6, 2014, Personnel Committee (PC) meeting, I advised the PC that <br />I intended to retire in 2015. I did not have a specific date set for my retirement but said <br />that it could be around the start of summer. <br /> <br />At the next PC meeting on January 28, 2015, I told the PC that under certain conditions, I <br />was open to staying on with the City for an additional year (until May 2016). A thirty <br />hour work week schedule and my request for benefits and flex time were discussed. The <br />PC discussed how this type of work arrangement could be a win-win situation and <br />beneficial for both parties. The elected officials on the PC said this was a proposal worth <br />further consideration and asked that the City Attorney draft some language for their <br />review. I provided the City Attorney with the background information for what should be <br />included in the proposed Employment Agreement Amendment. <br /> <br />The City Attorney presented the proposed Amendment at the next PC meeting on <br />February 19, 2015. At this meeting, the PC made no changes to the proposed Amendment <br />and requested that the Amendment be added to the February 24, 2015, special work <br />session agenda. <br /> <br />At the February 24 work session, the City Council reviewed the proposed Amendment. <br />The benefits and drawbacks for both parties for a “phased in retirement plan” were <br />briefly presented and discussed. The Council made no changes to the proposed <br />Amendment and requested that the Employment Agreement Amendment be placed on <br />the March 9, 2015, agenda as a consent item. <br /> <br />On March 9, 2015, the City Council approved the Employment Agreement Amendment. <br />The Amendment went into effect on May 2, 2015. <br /> <br />After the Saturday, May 2, 2015, special City Council work session, Mayor Grant <br />discussed with me his concerns with the Amendment.
