Recitals. <br /> <br /> A. Bethel University is a non-profit institution of higher education (“Bethel”) which is <br />located in the City of Arden Hills, Ramsey County, Minnesota. <br /> <br /> B. On the 1st day of April, 2015, Bethel submitted a completed application to the City <br />of Arden Hills (“City”) requesting that its existing conditional use permit be amended to allow the <br />construction of a recreational facility, specifically a soccer facility which includes a building with a <br />lower level footprint design of 1,200 square feet and a 400 square foot scoring tower within the <br />upper level for a total floor area of 1,600 square feet. The soccer facility would be located at 3900 <br />Bethel Drive, Arden Hills, Minnesota (on the Ona Orth Athletic Field complex across from the <br />main campus). Said plans and specifications of this recreational facility are attached hereto as <br />Exhibit “A”. <br /> <br /> C. At a public hearing on the 6th day of May, 2015, the Arden Hills Planning <br />Commission reviewed Bethel’s application, the report and recommendations of the Arden Hills City <br />Planner, the comments made by the public during the public hearing, and recommended approval of <br />the conditional use permit amendment, subject to certain conditions, to the City Council. <br /> <br /> D. On the 26th day of May, 2015, the Arden Hills City Council considered the <br />recommendations of the Planning Commission, the comments made during the public hearing on <br />May 6, 2015, the effects of the proposed Conditional Use Permit Amendment on the health, safety, <br />convenience, and general welfare of the owners and occupants of the surrounding land, and the <br />community as a whole, and passed a motion approving Planning Case No. 15-009, subject to certain <br />conditions enumerated herein. <br />
