ARDEN HILLS CITY COUNCIL – MAY 11, 2015 7 <br /> <br />Mayor Grant asked for further information from bond counsel regarding State Statutes and <br />conduit bonds. <br /> <br />John Utley, Kennedy & Graven, discussed the bond management fee payable to the City for <br />conduit bonds. He reported that the City could designate up to $10 million in conduit bonds each <br />year. He advised that the bond fee would be addressed further by the Council and staff at the <br />Public Hearing. <br /> <br />Mayor Grant reported that the conduit bonds would be used by Presbyterian Homes to construct <br />a 40 unit independent living facility referred to as the Brownstones. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br />motion to approve Resolution #2014-032, Calling for a Public Hearing and <br />Authorizing Publication of a Notice of Public Hearing with respect to the <br />proposed issuance of Revenue Bonds under Minnesota Statutes for the benefit <br />of Presbyterian Homes of Arden Hills, Inc. The motion carried (4-0). <br /> <br />9. UNFINISHED BUSINESS <br /> <br />None. <br /> <br />10. COUNCIL COMMENTS <br /> <br />Councilmember Holmes discussed the Planning Cases that were reviewed on May 6, 2015 by the <br />Planning Commission. She indicated that there were concerns with parking that was occurring at <br />Bethel University during sporting events. She was in favor of staff investigating this matter <br />further. <br /> <br />Public Works Director Maurer reported that he received a letter from Bethel University. He <br />provided the Council with a copy of the letter and noted that Bethel was in favor of adding the <br />“No Parking” signs to the east side of the roadway. In addition, Bethel would try to provide <br />enough parking on campus for its sporting events. He stated that staff would work with the <br />public works staff and the County to have “No Parking” signs posted. <br /> <br />Mayor Grant reported that he lives in the Chatham neighborhood and the parked cars from <br />Bethel were creating safety concerns. He supported additional “No Parking” signs being posted. <br /> <br />Public Works Director Maurer explained that he would be in touch with the County to get these <br />signs posted. <br /> <br />Councilmember Holmes asked if the May 4th Council meeting was televised. <br /> <br />Mayor Grant indicated that audio of the meeting was recorded and that minutes would be <br />drafted, but the meeting was not televised. <br /> <br />Councilmember Holmes questioned when the Council would be discussing the Stacie Kvilvang <br />memo.
